garden walls blocks

I am a stucco garden wall, but the plaster does not stick and keep peeling?.

I use a product called Sakrete layer. I wonder if it is good to use. I stucco-ing more concrete blocks are there for years. But can I wash 'em first. Thank you!

Now, you must override stucco. you can brush or roller. Be careful, it will stick to everything it touches!
